STREET COMMISSIONER
Department: Public Works
Salary Range: Based on Qualifications
Job Classification: Salaried- Exempt
Relationship: Appointed by the Village President
Work Hours: M-F 0700-1530, emergency availability, some weekends may be required, including evening meetings as required

Reports to: Village President & Committee Chairman
Experience & Training:
Minimum of high school diploma or equivalent. Minimum of three years of diverse, hands-on experience in public works. Ability to obtain certifications as required by the Village Board. Valid Commercial Driver's License (CDL). Familiarity with all Village Codes pertinent to Public Works, including Health & Sanitation, Public Ways and Property, Zoning, Subdivision and others as indicated.
DUTIES:
STREETS & ALLEYS – Coordinate and facilitate the completion of all construction, cleaning and care of all public streets, alleys and sidewalks in the Village. Provide reports to the Village Board about the department in operations and activity in order to provide efficient functioning.
STORM SEWER – Communicate and cooperate with the Sanitarian for the care, functioning and maintenance of the Village storm and sanitary sewer systems.
LIGHTING – I sure the proper care and maintenance of all public street lights.
RECORDS – Keep and provide to Village Board up-to-date records of all Public Works construction within the Village detailing historical and other significant data. Maintain appropriate files and insure compliance with all system requirements. File appropriate documents with local, state or federal agencies. Provide copies of pertinent records for Village Board as required.
INTERACTION – Assume responsibility for consistent, professional manner in which the Public Works Department handles interactions with Village residents, contractors, developers and other personnel. Attend meetings as requested for review of construction or developments. Work with Village Engineer and Building and Planning Department as necessary on relevant projects. Gather data and give interpretation of all public work systems status as requested for new or rehab projects. Provide primary contact with other utilities during construction and repair of their services within the Village and insure compliance with Village requirements for prompt and complete reconstruction of area.
INSPECTIONS – Perform or direct necessary inspections of all Village subdivision construction, infrastructure projects and other activities that affect Village Public Works.
ADDITIONAL DUTIES – Additional duties as assigned by the Village Board.
DESIRABLE KNOWLEDGE, ABILITIES, AND SKILLS:
Extensive knowledge of Public Works construction methods and practices; knowledge of State, County, and Village enactments covering public works standards, sufficient to apply this in analysis and interpretation of construction plans and specifications.
Basic engineering skills, including shooting grades through laser transit siting, reading blueprints, understanding elevations, drainage, easements and other related items. Need to work cooperatively with utilities.
Ability to communicate effectively; establish firm but courteous working relationships with community organizations, contractors, home and property owners, developers, and with state and county officials. Able to work on multiple tasks with other Village employees, prioritizing and implementing work load through self-motivation and direction.
Computer skills sufficient to organize assemble and disseminate information and graphics through computer technology.
ADDITIONAL QUALIFICATION REQUIREMENTS:
Language Skills: Ability to read, analyze, and interpret common scientific and technical publications, blue prints, and other legal documents. Ability to respond to common inquiries or complaints from residents, developers and others.
Mathematical Skills: Must have the ability to apply concepts such as fractions, percentages, ratios, and proportions to situations.
Physical Demands: While performing the duties of this job, the employee is regularly required to talk and hear. The employee is frequently required to stand, walk, bend, reach, balance, push, pull and frequently lift/carry loads up to 50 pounds. Employee will be required to perform repetitive hand and foot functions operate controls. Skin and hands will have constant potential exposure to sun and water. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. On occasion, the employee is required to lift objects over 50 pounds, climb ladders or steep inclines, be in holes or confined spaces.
Work Environment: The work environment characteristics while performing the essential functions of this job are typical for an outdoor environment. Employee will be exposed to all outdoor weather conditions including wind, heat, cold, rain, wet and/or humid conditions. Exposure to dust, gas, fumes, hazardous materials and high noise levels is likely. Outdoor work sites may also expose employee to high levels of construction noise, uneven walking surfaces, confined spaces, and may require climbing, stooping, kneeling, jumping, reaching or other actions necessary to complete job functions. Required Safety Equipment: The following safety equipment will be provided by the Village: hard hat, safety glasses, gloves, hearing protection and other particular items as necessary.
